PROBLEM TO BE SOLVED: To provide a robot control device which can alleviate a burden on the operator by stopping driving of a driving means or decelerating the driving speed to a predetermined value or less when identification information of a person entering a robot operating area is acquired, and to provide a robot system and a program. SOLUTION: The robot control device 3 controls driving of a robot 2 having the operating area a formed therearound, by the driving of the driving means 20. The robot control device 3 is composed of: an acquiring means 63 for acquiring the identification information of the person entering the operating area a; an input means 61 for inputting identification information 37a of the operator A; a memory means 37 for storing therein the input identification information 37a of the operator A; a determining means 64 for determining whether or not the acquired identification information of the person conforms to the identification information 37a of the operator A stored in the memory means 37; an operation decelerating means 66 for decelerating the driving speed of the driving means 20 to the predetermined value or less when the determining means 64 determines that the identification information of the person entering the operating area conforms to the identification information 37a of the operator A; and an operation stopping means 67 for stopping the driving of the driving means 20 when the determining means 64 determines that the identification information of the entering person does not conform to the identification information 37a of the operator A.
