PROBLEM TO BE SOLVED: To provide a transfer device having a wide application range of the device, by effectively suppressing the occurrence of density uneveness, spot-like defects and blurs, even when applying to an image forming apparatus or the like that performs printing processing at high speed. SOLUTION: In the transfer device, a difference between a common logarithm value of surface resistivity after 10 sec of voltage application and a common logarithm value of surface resistivity after 30 msec is 0.2 (LogΩ/square) or lower in absolute value, an electric field of a bias roll (V=It×Rv) is 3,000 V or lower, and the voltage change for 1 sec of the bias roll is 300 V or higher.
