PROBLEM TO BE SOLVED: To prevent any illegality due to a person whose entry is limited, and to reduce any labor for confirmation when a traveling object such as a bus passes a place where any person other than a specific person is limited in entry in such a status that the user gets a ride.

SOLUTION: Traveling object equipment 200 authenticates each staff 102 based on staff ID read from each non-contact IC card 103, and transfers the staff ID of the authenticated staff 102 to an on-vehicle unit 500. The on-vehicle unit 500 performs radio communication with a road side unit 700 by DSRC, and transmits the staff ID and on-vehicle unit ID transferred from the traveling object equipment 200 to the road side unit 700. Then, the on-vehicle unit 500 receives a reply to the transmitted staff ID and on-vehicle unit ID from the road side unit 700, and notifies a driver 101 whether or not a bus 100 is permitted to pass in such a status that the staff 102 authenticated by the traveling object equipment 200 gets a ride on the basis of the received reply.
