PROBLEM TO BE SOLVED: To provide a doping lithium ion capacitor capable of maintaining a high withstand voltage, a high capacity, a DC resistance, and a high energy density in a wide temperature range of a high temperature to a low temperature, especially, even at a low temperature of -30°C. SOLUTION: The lithium ion capacitor is equipped with a positive electrode, a negative electrode, and aprotic organic solvent electrolytic solution of lithium salt as electrolyte. A positive electrode active substance is a substance capable of reversibly holding lithium ion and/or anion, a negative electrode active substance is a substance capable of reversibly holding the lithium ion, and the lithium ion is doped to the negative electrode and/or the positive electrode so that a potential of the positive electrode after short-circuiting the positive and negative electrodes may be 2V or less. The electrolytic solution is aprotic organic solvent containing a mixture of an annular carbonate and a chain-like carbonate, and a lithium salt concentration is 1.3 mol/l or more.
