PROBLEM TO BE SOLVED: To provide a video monitoring system and a method in which a camera azimuth and an imaging time can be adjusted in accordance with a disaster level so that a disaster or important information for disaster prediction is not missed. SOLUTION: A video monitoring system comprises a camera apparatus which turns towards a plurality of monitor areas to acquire image information data; a camera control device which transmits to the camera apparatus camera turn control data for turning and driving the camera apparatus, and outputs camera turning angle data received from the camera apparatus; a video control device which receives the camera turning angle data from the camera control device, and outputs character information data and display position data to be synthesized with the image information data in accordance with said camera turning angle data; a video synthesizing processing device which generates synthetic image information data by synthesizing the image information data received from the camera control device with the character information data, and the display position data inputted from the video control device; and a display device for displaying on a screen the synthetic image information data.
