PROBLEM TO BE SOLVED: To provide a radio base station device for attaining stable operation in the radio base station device. SOLUTION: The ratio base station device includes a traffic monitoring unit 45 for monitoring whether the traffic amount exceeds an allowable value in a device or not; a data holding means for adding priority order to the two or more communication data if the traffic amount exceeds the allowable value, and holding the communication data temporarily; and a communication message transmission control function unit 46 for transmitting the communication data which is held in the data holding means according to the priority order to the communication partner, if the traffic amount becomes the allowable value or lower.
