PROBLEM TO BE SOLVED: To provide a plasma display panel in which a discharge voltage can be reduced. SOLUTION: The plasma display panel includes a back face substrate 121, a front face substrate 111 arranged to face the back face substrate 121, a plurality of pairs of maintaining electrodes 112 arranged on the front face substrate 111, and a front face dielectric layer 115 arranged to cover the pairs of the maintaining electrodes 112 respectively, wherein grooves 145 facilitating the maintaining discharge are formed in the front face dielectric layer 115, and a plurality of projections are formed on the inside surfaces of the grooves 145.
