PROBLEM TO BE SOLVED: To ensure stable satisfactory charge by preventing tape-like gap members from peeling, when charging an image carrier in a non-contact state with a charge gap set by the tape-like gap members having respective jointing portions. SOLUTION: The second tape-like gap member 3e is fixed to one end portion of the charging roller 3a. A second entrance start side recess 3f' and second entrance termination side recess 3f'' are formed in the one end portion of a charging roller 3a. In the gap member 3e, part of the one-end portion 3e<SB>1</SB>is fixed to the face of the second entrance start side recess 3f' and then wrapped around the peripheral surface 3g of the charging roller 3a. Subsequently, part of the other end portion 3e<SB>2</SB>is fixed to the face of the second entrance start side concavity 3f''. The one end portion 3e<SB>1</SB>and the other end portion 3e<SB>2</SB>fixed to the recesses 3f' and 3f'' respectively are prevented from protruding from the peripheral surface 3g of the charging roller 3a, coming into contact with the photoconductor, or peeling easily.
