PROBLEM TO BE SOLVED: To provide a waste heat recovery facility capable of keeping within design range the temperature of cooling water in the cooling system of a heat exchanger that is used as the heat sink water of a heat pump. SOLUTION: When a condenser 1 for condensing the exhaust steam of a steam turbine is provided with a cooling system 2 having a cooling tower 4 and an intake duct 15 for connection to the cooling system 2 is provided with a heat pump 13 to form the waste heat facility, the cooling system 2 includes a duct for mixing at least two of the entrance cooling water and the exit cooling water of the cooling tower 4 and heat source circulating water at the exit side of the heat pump 13, and a controller 12 for controlling the temperature of this mixed water.
