APPARATUS AND METHOD FOR TRANSCODING MPEG-2 DATA INTO H.264 DATA

An apparatus and a method for transforming and encoding MPEG-2(Moving Picture Experts Group-2) data into H.264 data are provided to combine an integer transform process in H.264 coding with an IDCT(Inverse Discrete Cosine Transform) process in MPEG-2 coding and transform and encode the MPEG-2 data into the H.264 data by approximating an integer transform matrix in the H.264 coding to a DCT matrix. A scaling inverse quantization unit(210) inversely quantizes MPEG-2 data, and generates a DCT coefficient. A coefficient transform unit(230) approximates an 4Î4 H.264 integer transform matrix to a 4Î4 DCT matrix, and transforms the DCT coefficient into an integer transform coefficient by using the approximated 4Î4 DCT matrix. A scaling quantization unit(250) quantizes the integer transform coefficient, and generates H.264 data.
