Provided is a low viscosity polymer polyol with stability, which has high hydroxyl number and high solid content. The low viscosity polymer polyol comprises the reaction product of: (A) a base polyol having a hydroxyl number of about 60-1900, a functionality of about 1-10, and an equivalent weight of about 30-900, (B) a preformed stabilizer, and (C) at least one ethylenically unsaturated monomer, (D) a free-radical polymerization initiator and (E) at least one polymer control agent. The above low viscosity polymer polyol has a hydroxyl number of 20 or more, a viscosity equal to or less than a value of the formula 1: be^[2.7c], wherein b represents a viscosity of the base polyol and c represents [wt% of solids in polymer polyol/(100-wt% of solids in polymer polyol)], and a solid content of about 30-65 wt%, based on the total weight of the polymer polyol.
