A protocol processing apparatus in a mobile communication network and a method thereof are provided to enable high-speed data protocol processing by using a network processor for processing the data transmitted by an RNC(Radio Network Controller) and separating data processing into a data plane and a control plane so that the network processor can execute data processing in real time on the basis of a lookup table and a host processor can control and update the lookup table for IP switching control. A protocol processing apparatus in a mobile communication network comprises a physical layer device(200), a protocol processing part(300), a storage part(500), and a host processor(400). The physical layer device(200) extracts and outputs an ATM cell from the frame of an STM signal inputted through an input port. The physical layer device(200) executes frame processing for an inputted ATM cell and outputs an STM signal. The protocol processing part(300) converts an ATM cell, inputted from the physical layer device(200), into an IP packet, extracts an IP header for routing on the basis of a lookup table, recreates an ATM cell, and outputs it to the physical layer device(200). The storage part(500) stores the lookup table. The host processor(400) executes the control of the protocol processing part(300), and updates lookup table information.
