There is provided an information recording medium for recording an access unit including basic data and extended data so that a decoder decoding only basic data can process the access unit including the basic data and extended data corresponding to the next generation. The information recording medium records a stream containing at least one of the video and audio having a plurality of access units. One access unit has a first packet containing basic data and a second packet containing extended data related to the basic data. The basic data is data which can be decoded into a complete state without requiring the extended data. The extended data is data for improving the quality of data generated from the basic data. The first packet has a header having first information indicating that the first packet contains the basic data. The second packet has a header having second information indicating that the second packet contains the extended data. ® KIPO & WIPO 2007
