A cooling system, a water pumping system, and a method for the same are provided to use pollution free cool sea water to cool facilities around a beach. A water flow direction controlling apparatus includes a water conduit(73) to allow sea water to be freely introduced and discharged in bi-direction, and an opening and closing device installed in the water conduit to be opened and closed by the sea water flowing in accordance with the flowing direction of water. The water flow direction controlling apparatus makes the sea water to flow in one direction. The opening and closing device includes an opening weight linearly moved in the flowing direction of the sea water by the sea water, and an opening weight movement guide device to guide the linear movement of the opening weight. The opening and closing device further includes a hinge to pivot within a predetermined angle by the sea water. The opening and closing device is implemented by a funnel to be rotated with a predetermined angle by the sea water.
