A virtual fixed IP(Internet Protocol) allocation service system and a method thereof are provided to receive a representative address from a user to store the received address, and to allocate a mobile IP as providing a corresponding site if the Internet user demands movement to the representative address, thereby changing the representative address into a fixed IP. A user manager(120) receives personal information and a representative address from a user who wants to use a virtual fixed IP, and stores/manages the received information and address. An authenticator(130) checks whether the user is a legal one. A virtual fixed IP allocating unit(140) checks whether a representative address transmitted by a DNS(Domain Name System) server is stored as the DNS server transmits the representative address, and if so, the allocating unit(140) allocates a mobile IP to the representative address, and transmits the mobile IP to the DNS server. A controller(110) controls operation of the manager(120), the authenticator(130), and the allocating unit(140).
