An apparatus for heating a foot and a method of controlling temperature thereof are provided to promote circulation of user's blood by properly heating the user's foot using a heat-storage portion. The apparatus includes a wearing member(210) formed corresponding to one portion of user's foot and leg, a heat supply portion(220) for supplying heat to the wearing member, an electric heating wire(230) mounted on a whole of the wearing member for transmitting the heat generated by the heat supply portion to the wearing member, and a heat-storage portion(240) formed on an adjacent area along a path of the electric heating wire for storing the heat transmitted from the electric heating wire. The apparatus has a temperature controller mounted on the heat supply portion, a temperature sensor for sensing a temperature of the wearing member, and temperature control switch for operating the temperature controller.
