A method and an apparatus for intra prediction encoding and decoding an image are provided to intra-predict an image using information on pixels included in a currently intra-predicted block as well as information on pixels of surrounding blocks to increase prediction efficiency and coding efficiency. A method for intra prediction encoding an image includes a step of dividing an input block into at least two regions(1110), a step of performing intra prediction encoding on pixels of a first region among the divided regions using pixels of surrounding blocks(1120), a step of reproducing the intra-prediction encoded pixels of the first region, and a step of predicting pixels of a second region among the divided regions in at least one of a plurality of prediction modes using the reproduced pixels of the first region(1130).
