A plasma display panel of a facing discharge type is provided to generate a discharge using a low drive voltage by forming a pair of protrusions between first and second dielectric layers or first and second partitions. A first substrate(110) and a second substrate(120) are disposed opposite to each other. Partitions(113) are disposed between the first and second substrates to define discharge cells. First discharge electrodes(111) are disposed on the first substrate, and second discharge electrodes(121) are disposed on the second substrate. A first dielectric layer(112) is formed to bury the first discharge electrodes, and a second dielectric layer(123) is formed to bury the second discharge electrodes. A phosphor layer(115) is disposed on the discharge cell.
