<p><P>PROBLEM TO BE SOLVED: To provide an action guideline determination device for determining a guideline relating to an action to be taken by referring to surrounding circumstances. <P>SOLUTION: An action guideline determination device 42 includes a model storage part 78 for matching for storing an action guideline determination model obtained by preliminarily learning a relation between the time series of predetermined feature information relating to the motion of a human body extracted from a surrounding image and the guideline of an action to be taken and a model referring part 76 for preparing the time series of predetermined feature information from a surrounding moving image, and for determining the guideline of the action to be taken by referring to an action guideline determination model stored in a model storage part 78 for matching.
