PROBLEM TO BE SOLVED: To provide a cold-rolled steel sheet having high strength and excellent flatness, and suitably used for a supporting body of a photosensitive resin plate material. SOLUTION: A low carbon steel stock comprising 0.01 to 0.06 mass% C is subjected to hot rolling where finish rolling is completed at a temperature less than an Ar<SB>3</SB>transformation point, and is thereafter cold-rolled, or is further subjected to plating treatment without performing annealing, so as to obtain a cold-rolled steel sheet for a photosensitive resin plate material as a nonannealed material in which yield stress is≥700 MPa, the steepness of an edge waviness is≤1%, and the steepness of center waviness is≤1%.
