PROBLEM TO BE SOLVED: To provide a catalyst for alkoxylation used for an addition reaction of an alkylene oxide to a compound such as alcohols, and a manufacturing method of alkokylate. SOLUTION: The catalyst for alkoxylation is obtained by mixing a component (A) consisting of an organic sulfonic acid represented by a general formula (1): (wherein a substituent R is a 1-20C straight chain and/or branched alkyl group, alkenyl group, or substituted alkyl group), and a zinc oxide (component (B)) at a rate within a range of the component (A)/the component (B)=5/1-1/10 (molar ratio) in one or more kinds of solutions selected from water or lower alcohols, higher alcohols, glycol ethers and aromatic system mediums.
