A seal assembly for a turbine assembly and a rotary machine are provided to reduce turbine maintenance costs by easily controlling steam leakage between a rotor shaft and a packing casing. A seal assembly(100) for a turbine assembly comprises an annular groove(112), a sealing ring(102), and at least one spring. The annular groove is formed in a fixed casing(72), and extended at least partially circumferentially about a turbine. The seal ring has a position set in the annular groove, and includes a plurality of arc-shaped seal ring segments. The spring is coupled between the fixed casing and the seal ring so as to induce a substantially constant spring force to each seal ring segment. The annular groove is at least partially formed by a pair of opposed shoulders(124).
