PROBLEM TO BE SOLVED: To provide a manufacturing device and method of static charge image developing toner which is the static charge image developing toner made by adhering an external additive particle on the toner particles and which has less dropout and burying of the external additive particle, and forms less bulky particles. SOLUTION: This static charge image developing toner manufacturing device and method can suppress toner stagnation and local heating due to insufficient toner fluidity, and accompanying welding and prevent buried external additive particle and uneven mixed toner by supplying a gas into the mixing tub to agitate and mix them in the mixing step to adhere the external additive particle to the toner particles and thus can prevent dropout and burying of the external additive particle, and forms less bulky particles.
