PROBLEM TO BE SOLVED: To provide an on-vehicle type salt concentration measuring instrument capable of stably and accurately measuring the concentration of the salt in the moisture on a road surface regardless of difference in the state of the road surface and capable of eliminating the state unmeasurable owing to freezing, and a salt concentration measuring method. SOLUTION: As shown in Fig. 1, electrodes 30, which are directly brought into contact with brine, are supported so as not to be brought into contact with the road surface A but to be almost brought into contact with a rotating tire 40. Accordingly, the amount of brine held between the electrodes 30 becomes constant regardless of the condition of a stagnancy of brine on the road surface A. As a result, the resistor R2 between the electrodes 30 is varied only by the effect due to a change in the amount of brine without receiving the effect due to a change in the amount of brine and the voltage value varied by the resistor R2 is measured to accurately judge the concentration of brine on the road surface A.
