PROBLEM TO BE SOLVED: To provide an inexpensive and simple vibration damping body by recycling a waste tire or waste rubber, in damping technology of a building. SOLUTION: A wheel opening portion 2a of the waste tire 1a is closed by adhering or depositing a coating plate 4a composed of an elastic material, preferably, the waste rubber such as a waste tube to seal a waste tire hollow portion 3a. Here, an injection port 5 is formed before sealing, and granular, sol-like or liquid-like fluid 6 having high mass, and hardly deteriorated and evaporated, for example, sand of low cost, is charged in the waste hollow portion 3a and sealed, thus the vibration damping body 7a for the building and building foundation can be provided.
