Provided is a network system for estimating a degraded portion highly precisely and quickly in a large-scale network on the basis of flow quality information and routing information. The network system collects the quality information and the routing information of a flow on the network at a communication characteristic information collection unit (S11) and a route information collection unit (S12). The network system comprises an undegraded link removal processing unit (S15) for extracting the flow to pass through the degraded route, on the basis of the quality information and the routing information, which are collected at individual partial networks (N1 to N3) constituting a network (100), and which belong to the flows to pass through the partial networks (N1 to N3), and a degraded portion estimation unit (SA14) for estimating the degraded route on the network (100) by merging the quality information on the extracted flow in the partial networks (N1 to N3) all over the network (100).
