<p><P>PROBLEM TO BE SOLVED: To solve a problem, in an apparatus for manufacturing a resin-based modifier by burning a part of a synthetic resin waste material in an oxygen-deficient state on a rooster arranged at a lower part of a heat chamber to cause a part of the rest of the synthetic resin waste material to melt or pyrolyze by the combustion heat and taking out molten wax-like melt from the lower part of the combustion furnace to obtain the resin-based modifier, that combustion is discontinued because combustion residue accumulates on the rooster with the lapse of time and wax-like melt, formed by melting or pyrolysis of the synthetic resin waste material, soaks into the combustion residue to cause the synthetic resin waste material as the raw material to be buried in the combustion residue containing the wax-like melt and other problems. <P>SOLUTION: A rotating disc 45 is arranged below the grate 26 and the combustion residue is caused to fall on the disc.
