PROBLEM TO BE SOLVED: To solve a problem that the efficiency of a work for individually putting preliminary seedlings one by one on preliminary seedling-putting portions vertically disposed at multistage is extremely low, and also a problem that the low efficiency of the work for putting the preliminary seedlings lowers the total work efficiency of the seedling-transplanting work, because the work for putting the preliminary seedlings needs the interruption of the seedling-transplanting work. SOLUTION: This seedling transplanter on whose travel vehicle body 10 a transplanting apparatus 9 and a preliminary seedling-putting apparatus 50 are mounted is characterized by disposing fixed seedling-putting tables 64 for putting seedling-holding frames 51 for receiving a plurality of seedling boxes C in the preliminary seedling-putting apparatus 50, disposing vertically movable putting tables 66 capable of being fixed at upper positions or lower positions with link mechanisms 65 above the fixed seedling-putting tables 64, disposing upward or downward operation tools 67 on the vertically movable putting tables 66, and disposing fixing or canceling operation tools 73 for fixing the vertically movable putting tables 66 or canceling the fixation of the vertically movable putting tables 66 at places close to the upward or downward operation tools 67.
