Disclosed is a tape for forming a water-repellent layer, which enables to form a water-repellent layer by a simple process. Specifically disclosed is a tape for forming a water-repellent layer, which is used for forming a water-repellent layer of a tube fuel cell. This tape for forming a water-repellent layer is characterized by comprising a plurality of fibrous shape-maintaining materials and a water-repellent part so formed as to connect the fibrous shape-maintaining materials. The water-repellent part contains a water-repellent material and a conductive material.
