It is possible to perform data clustering while maintaining accuracy and suppressing speed lowering. A block division unit (3) divides blocks provided from a DB access unit (2) into sufficiently small pieces, respectively. A block storage unit (8) stores the divided blocks and their hierarchical relationship provided from the block division unit (3). According to the hierarchical structure of the blocks stored, a block unification unit (5) unifies blocks and groups from the deeper position to the shallower position.
