A lifting cosmetic composition is provided to remove waste product of skin membrane, supply nutrition to skin to make the skin smooth and elastic, remove acne and liver spots and strongly contract pores, thereby eliminating fine wrinkles and lifting the skin. The lifting cosmetic composition for promoting fat decomposition comprises 12-20 wt.% of an extract of seaweeds, 7-10 wt.% of collagen, and 0.5-2.0 wt.% of elastin regarding the total weight of the composition, and these ingredients account for 20-30 wt.% of the total cosmetic composition. The composition further comprises vitamin E, hyaruronic acid, an extract of ginseng, an extract of ginko leaves, lactoglobulin, adenosine, vitamin A, dipalmitoyl hydroxyprolline, diphosphoglycerate.
