<P>PROBLEM TO BE SOLVED: To provide a battery to enable improvement in discharge characteristics at a low temperature, improvement in discharge characteristics under a high output, and improvement in safety, to provide an electrochemical capacitor such as an electric double layer capacitor, to provide a nonaqueous electrolytic solution to obtain a nonaqueous electrolytic solution secondary battery in particular, and to provide an electric storage device (battery, capacitor) using this. <P>SOLUTION: This nonaqueous electrolytic solution has essential components of a nonaqueous solvent, an electrolyte salt, and a polyoxyalkylene modified silane expressed by a formula (1): R<SP>1</SP><SB>(4-x)</SB>-Si-A<SB>x</SB>. In the formula (1), R<SP>1</SP>is the same or a different kind of an organic group selected from a halogen substitutible C<SB>1-30</SB>alkyl group, an aryl group, an aminosubstituted alkyl group, a carboxyl substituted alkyl group, an alkoxy group, and an aryloxy group, x is an integer of 1 to 4, and A is a polyoxy alkylane group of a formula (2): -R<SP>2</SP>0-(C<SB>a</SB>H<SB>2a</SB>O)<SB>b</SB>-R<SP>3</SP>(R<SP>2</SP>is a bivalent organic group of C<SB>2-20</SB>which may contain an ether bond or an ester bond, a is an integer of 2 to 4, b is an integer of 1 to 6, R<SP>3</SP>is a group selected from a halogen substitutible C<SB>1-30</SB>alkyl group, an aryl group, an aralkyl group, an amino substituted alkyl group, and an carboxyl substituted alkyl group).
