PROBLEM TO BE SOLVED: To provide a pressure roller which is hardly soiled by preventing adhesion of toner without providing a resin layer on the outermost surface of an elastic layer. SOLUTION: The pressure roller is equipped with a rubber layer on the outermost layer.
