A system and method for realizing multi-service stack virtual local area network, which add the outer layer virtual local area network label into the data message selectly. The system includes a configuration management module(10) for configuring the mapping relation between the identifier of the inner layer virtual local area network label and the identifier of the outer virtual local area network label by mapping some identifiers of the inner layer virtual local area network labels to no-adding outer layer virtual local area network label, a virtual local area network label mapping module (20) for adding the identifier of the mapped outer layer virtual local area network label into the data message or no-adding outer layer virtual local area network label based on said inner layer virtual local area net work label and the mapping relation between said configured identifiers. The invention realize the dynamic addition of the outer layer virtual local area network label and has a advantage of the network optimization.
