PROBLEM TO BE SOLVED: To obtain an optical path conversion device capable of simplifying a manufacturing process, materializing a low price, and suppressing deterioration in optical coupling efficiency. SOLUTION: Inside a clad 12, there is imbedded a core 11, with a first core end face 11a exposed in the first end face 12a, with a second core end face 11b exposed in the second end face 12b, reaching from the first core end face 11a to a mirror face 13, with the direction changed therein, and then reaching the second core end face 11b to constitute a continuous optical path. In addition, the first core end face 11a and the second core end face 11b of the core 11 are each two-dimensionally arrayed in the first end face 12a and the second end face 12b.
