PROBLEM TO BE SOLVED: To provide a facial treatment/hair growth stimulator for irradiating the skins of a face, a head, etc. with a light in a visible light region excluding infrared- and ultraviolet-wavelength regions. SOLUTION: Since a red, yellow, green, cyan, blue, or magenta monochromatic light or a composite light thereof, that is, a visible light with a wavelength of 400-700nm can be emitted by using light emitting diodes (LEDs) of three types, red, blue, green and controlling a current to be supplied, a work such as manual switching of filters is not needed. Additionally, the irradiation sequence of a visible light suitable for the symptoms (conditions) of a skin known by experience can be registered in advance.
