PROBLEM TO BE SOLVED: To provide a heat insulating panel capable of sufficiently exhibiting the heat insulating performance of a vacuum heat insulating material and suppressing the degradation of heat insulating performance as the whole heat insulating panel even if nailing or cutting is performed to a part of the vacuum heat insulating material, and usable as a heat insulating material for a building. SOLUTION: A first vacuum heat insulating material 2 comprises vacuum heat insulating parts 8 of fixed height structured to dispose the heat insulating materials 6 and cover films 7 for covering them at a plurality of parts on a base film 5, to reduce the pressure of a region with each heat insulating material disposed, and to stick a cover film to the base film at the peripheral edge. A second vacuum heat insulating material 3 of the same structure comprises a plurality of vacuum heat insulating parts 11. The first vacuum heat insulating material 2 and the second vacuum heat insulating material 3 are placed face to face, and the vacuum heat insulating parts of the second vacuum heat insulating material are fitted between the vacuum heat insulating parts of the first vacuum heat insulating material and integrated to form the heat insulating panel 1 structured to densely arrange a large number of independent vacuum heat insulating parts 8, 11.
