An electric energy generating apparatus using springs is provided to generate electric energy by using a flange arranged on a center shaft, and quickly wind springs by sensing decrease in torque of spring shafts and operating a starter motor. A center shaft(1) and left and right spring shafts(2) are arranged on a plurality of mounting boards(30a,30b,30c) which are arranged in a vertical direction of a main body, so that the center shaft is rotatable at a high speed. A flange(17) is mounted on a top of the center shaft, and a return stop bearing is mounted at one end of a capsule(3). A starter motor(20) with a sensor(21a) and a coupling(21b) is arranged at an intermediate portion of the center shaft. A capsule ring(4) and the capsule are arranged beneath the spring shaft, so that the capsule ring has an inner wall with a stopper and one end with a chain gear connected to a high speed chain gear of the center shaft through a chain(34). A capsule operating pin which gets caught at and is released from the stopper of the capsule ring is arranged on a pin support plate coupled to an inner end of the capsule. A spring has an inner end coupled to the spring shaft and an outer end coupled to the shaft of a movable shaft spring roller which presses the pin support plate.
