PROBLEM TO BE SOLVED: To prevent pressure on radio resources while smoothly switching from individual transmission rate control to a common transmission rate control.

SOLUTION: This transmission rate control method has a process in which when controlling uplink user data transmission rate on the basis of an individual absolute transmission rate of uplink user data received via an individual absolute transmission rate control channel, a mobile station UE stores a shared absolute transmission rate of the uplink user data received via a common absolute transmission rate control channel; and a process in which the mobile station UE deletes the shared absolute transmission rate of the uplink user data which is stored when changing a serving cell of the mobile station UE.
