PROBLEM TO BE SOLVED: To provide a method and device for butting and joining webs capable of securely sucking a cutting remaining part of a web of an old roll and separating the part from a web of a new roll and preventing adverse effects on joining work by a joining tape. SOLUTION: This butting and joining device 10 is provided with a turret device 12 supporting the old roll 24 and the new roll 28 so as to rewind the rolls 24, 28 and rotatable with respect to each predetermined angle; a cutting drum 38 and a cutting and joining drum 40 cutting the web 32 of the old roll 24 and the web 44 of the new roll 28 in the superposed state; and a joining drum 42 holding the joining tape 62 and applying it to a butting part of the webs 32, 44. The cutting and joining drum 40 is provided with a plurality of suction holes 45, 45 arranged along a cutting-plane line and formed to have a long rectangular shape short in the direction of the cutting-plane line and long in the direction orthogonal to the cutting-plane line.
