PROBLEM TO BE SOLVED: To efficiently perform write processing and read processing to/from a plurality of connected hard disks. SOLUTION: In the data recording and reproducing device for recording and reproducing moving image data in the plurality of hard disks, when a write operation and a read operation occur to an identical hard disk at the same time of day and a total sum of write and read bands exceeds the band of the hard disk, on the basis of transfer capability information on the respective connected hard disks and utilization situations of the respective hard disks, it is retrieved whether or not there is some room in the write band in other hard disks.
