PROBLEM TO BE SOLVED: To reliably inform a third party that a bad condition occurs in the health of a user no matter what position the user is at. SOLUTION: A personal terminal device 1 is composed of: a pulse detection sensor 6; an electrocardiographic wave detection sensor 8; a GPS reception part 13 for obtaining GPS data; a transmission/reception part 12 for to be connected with a wireless communication line for performing communication; a memory part 18 for storing comparison source data of a pulse value and a blood pressure value when the user is healthy; and a main control part 10 for controlling the whole terminal. The main control part 10 leads out and monitors the pulse value, a heart rate and the blood pressure value based on the detected result of the sensors 6 and 8. When at least one of the pulse value, the heart rate and the blood pressure value is out of the range of the comparison source data, the main control part 10 automatically prepares a document/voice message obtained by adding the GPS data to information of the pulse value, the heart rate and the blood pressure value, and transmits the message to a communication opposite party with an e-mail and a voice speech.
