A lower structure of a plasma display panel and a plasma display panel having the same are provided to effectively utilize vacuum ultraviolet ray generated from a center portion of a discharge space by forming protrusions at a specific region. A lower structure has partitions(30) defining plural discharge spaces. A hollow tubular protrusion(40) is provided in a specific region of the discharge space. The specific region is a center portion of the discharge space. The protrusion has a circular cylinder, a prism, a cone, a pyramid, a circular truncated cone, or a truncated pyramid. The protrusion has a height of 0.3 to 1 of a height of the partition. A phosphor is applied on the protrusion.
