THE APPARATUS WHICH PROCESS THE IMAGE USING DOWN SAMPLING AND METHOD THEREOF

An apparatus and a method for processing video by using down sampling are provided to enable a low-priced A/D converter having a low bandwidth to process a high-resolution video signal inputted from a PC, thereby contributing to cost competitive power. An apparatus for processing a video(200) comprises the followings: an video sync divider(220) which divides and outputs horizontal sync signals among sync signals inputted from a PC(Personal Computer)(100); a PLL(Phase Locked Loop)(230) which generates a down sampling clock having a frequency corresponding to a frequency of the video signal inputted from the PC(100) by using the horizontal sync signal; and an A/D(Analog to Digital) converter(210) which converts the video signal inputted from the PC(100) into a digital video signal by using the down sampling clock.
