An apparatus and a method for controlling a record signal are provided to solve a record quality degradation problem due to the power insufficiency of an initial record signal when record is resumed again after the record is stopped because emergency conditions occur. A light emitting device(5) generates a beam for recording information on an optical disc. A light quantity compensating unit(30) sets a voltage level of a record signal as the second level while the information is recorded in the optical disc or when the record of the information is stopped. When the rerecording of the information is started, a light quantity control unit(20) supplies energy to the light emitting device(5) on the basis of the record signal of the second level while a voltage level of the record signal arrives at the first level, and uniformly controls a light quantity generated by the light emitting device(5) after the record signal arrives at the first level.
