<P>PROBLEM TO BE SOLVED: To provide a system, an apparatus, a method, and a program for releasing a user and an image formation service provider from the burden of spending cost on issue of a bill when forming an image. <P>SOLUTION: A CPU 1 acquires personal information from a personal information identification material (an ID card or the like) presented from the user by a personal identification part 4 (step S1). The CPU 1 selects an image to be added, from images already read into a non-volatile memory 6, on the basis of the acquired personal information (step S2). The CPU 1 reads out the selected image to be added, from the non-volatile memory 6 (step S3). The CPU 1 combines bill information and additional image information (step S4). The CPU 1 selects a desired additional image output side from paper boxes 8 (selects a paper size most approximating the desired size in the case of the absence of a paper box of the desired size)(step S5).
