<p><P>PROBLEM TO BE SOLVED: To provide a report management system that centrally manages reports not by managing report copies on a paper basis but by capturing images of report copy parts as certificates of submission. <P>SOLUTION: A data control part 5 of a report management apparatus 1 adds a two-dimensional code to a report stored in a data storage device 3. The report information with the two-dimensional code added in the report management apparatus 1 is acquired by a communication part 10 of a cellular telephone 2 via a telephone line. The report is printed by a printing part 7 of the cellular telephone 2. After the report is sealed by a customer, the two-dimensional code and seal on the report are acquired by an image processing part 8 of the cellular telephone 2.
