<p><P>PROBLEM TO BE SOLVED: To reduce a transferred data quantity at the time of session relief in system changeover, lighten a processing load, and shorten a switching time without adding special high-price hardware. <P>SOLUTION: Header information showing priority is added to a signaling message transmitted for establishing a session. A session relay also holds the priority as session information on establishing the session.
