PROBLEM TO BE SOLVED: To provide a method of accurately diagnosing a thermostat even if a cooling water pump is stopped during the start of an internal combustion engine. SOLUTION: This failure detection system comprises a thermostat failure detection means (S102) detecting the failure of the thermostat by comparing the temperature of a cooling water detected by a cooling water temperature detection means or estimated with a reference value and a failure detection prohibition means (S101) prohibiting the detection of the failure of the thermostat by the thermostat failure detection means before the pump is started to operate or during predetermined periods of time before and after the pump is started to operate. The detection of the failure of the thermostat is also prohibited in a period when the temperature of the cooling water changes to suppress the erroneous detection of failure.
