PROBLEM TO BE SOLVED: To accurately detect the malfunction of a hydraulic power generation device. SOLUTION: In the hydraulic power generation device 1, the flow of the water in a conduit 3 is detected by a flow detection device 4, and the rotational speed of a turbine 5 is detected by a rotational speed detection device 6. A malfunction detection device 8 comprises a data storage part 9 and a determination part 10. A normal relation between the flow of the water in the conduit 3 and the rotational speed of the turbine 5 is stored in the data storage part 9. The determination part 10 collates the flow of the water in the conduit 3 detected by the flow detection device 4 with the data stored in the data storage part 9, provides the proper rotational speed of the turbine 5, and compares the rotational speed of the turbine 5 detected by the rotational speed detection device 8 with the proper provided rotational speed of the turbine 5. When the difference is equal to or less than a predetermined threshold, the determination part determines that the hydraulic power generation device 1 is operating normally.
